What are the current perceptions of the public sector in Armenia? What was the public sector in the Soviet Union? Which are the priorities of the public sector? Where and by whom are made the decisions regulating the public life? Who has the right to participate in the decision-making process? Art critic Nazaret Karoyan and art theorist Vardan Azatyan ponder over these questions. The brief visual chronicle of the XX century is presented in the film as well as the activities of civic initiatives for reinterpretation of contemporary urban areas and saving them from becoming trade zones. The film attempts to stimulate new platforms for discussions on the above mentioned issues.
